In the UK, premium-rate regulation began in 1986, adult lines' share of premium-rate income fell from 18% in 1992 to 1% by 1996, and in February 2025 Ofcom took over regulating phone-paid services directly. Specific UK number ranges, starting 098 and the older 0908 and 0909, are reserved for adult services with sexual content.

How it works today

The industry has changed shape.
